I don't believe IRC can be a time waster at all. I think it is one of the better ways to develop goodwill inside the community. People tend to be somewhat impressed when they casually mention a problem on irc and a developer can fix it in 5 minutes, and tell them how to load the fix, and get some immediate feedback. This happened very many times in the development of MC.
Keith and I use IRC to do pair programming and hash out ideas all the time. We do this in public so that anyone can join in and offer ideas
