For the current version of Metacello in the image, you can use the ConfigurationOfMetacello in http://seaside.gemstone.com/ss/metacello.
The base version is 1.0-beta.31.1.5 but we (the Pharo community) did some patches on top of it. I think these patches don't modify the dependencies but only packages version to load.

I totally agree... some UI patterns are there for a reason.
I really like the look of this IDE, the integration of the
package/recently modified views, and also the classes and its
extensions.
Regarding the fourth panel, I also agree with you. I wouldn't remove it.
