From the errors, it seems that you have to load PetitParser first.

I have used:
Gofer new
    squeaksource: 'PetitPHPParser';
    package: 'ConfigurationOfPetitPHPParser';
    load.
(Smalltalk at: #ConfigurationOfPetitPHPParser) perform: #loadDefault.
