[Pharo-project] SmaCC removed -> adapted load script for Seaside

Since update #10189 removed SmaCC, the Seaside29 loading is broken again. This is reported in Issue 394 and fixed in ScriptLoader 696 in the inbox. The change fixes ScriptLoader>>loadSeaside29 by adding SmaCC again.
