[Pharo-project] Making dirty packages required

I guess that maintainers will love this. I added a new entry menu when right-clicking on a monticello package in the MCBrowser. You can now turn all dirty package as required to the selected package. The most useful case is when you define your slice. Monticello-AlexandreBergel.321 in PharoInBox Issue #125 in google code.
