The most used protocol around the world is Z39.50 http://en.wikipedia.org/wiki/Z39.50 to get MARC formatted catalogs http://en.wikipedia.org/wiki/UNIMARC. I don't know if there's Smalltalk implementations of these standards. If you don't need high level of details, Amazon, Library Thing, ... have good catalogs with modern web services to access them.
