To answer this question you actually need to know who pharo-dev is targeted at and what they expect from it. I reckon pharo-dev should come with the core bells-and-whistles the Pharo project would like to showcase, so yes do include the Seaside, XML etc in pharo-dev so newbies don't have to worry about finding out what to load from where to do things they expect to be included.
