It is just because University blocks all traffic. They need to use an http proxy. I don't know if it is doable from a Pharo image.
Sure, it is doable/available/working:
System > Settings > Network > Use HTTP proxy...
But HTTP Proxies, especially weird or badly configured ones, are a known PITA.
