Did a quick Google and it looks like the Chromium project has put quite some thought into it :) On Chrome, "chrome://net-internals/proxyservice.config" gives the OS proxy configuration. On windows they use WinINet (http://msdn.microsoft.com/en-us/library/aa383630(VS.85).aspx) functions.
