Well because if it takes more than a couple of minutes, many minutes of messing about to build the xcode project to allow you to build a plugin as an external plugin, so no-one has bothered. However if you want to override the default behaviour with a B3DAcceleratorPlugin which has different logic you just stick your pretty B3DAcceleratorPlugin in the squeak vm.app/Resource folder.
