Someone pointed to http://ask.rascal-mpl.org/questions/. That site is actually an Askbot page (an open source SE clone). So maybe, what we want is an Askbot setup?

There is no answering at the moment only comments. It is in a stage to be evaluated. If the questions asked are distinct from the other sites and there is enough movement then the site will be created where you can answer the questions.
