Thank you for your prompt reply. 

Tried installing on a clean Pharo 14 image. Installation hangs half way through. No error message on screen.

PharoDebug.log says : Message not understood: SpBlockedDialogWindowPresenter >> #whenActionsChangedDo:

I've attached the log.
