could you please try a ppa-purge for ppa:pharo/stable and then
add-apt-repository ppa:pharo/unstable (not the *unstable* part that is
different from the standard instructions). I hope it works better.

$ dpkg --get-selections | grep pharo
pharo-vm-core          install
pharo-vm-desktop     install
$ sudo apt-get purge pharo-vm-core pharo-vm-desktop
$ dpkg --get-selections | grep pharo
# nothing

$ sudo add-apt-repository ppa:pharo/unstable
$ sudo apt-get update
$ sudo apt-get install pharo-launcher
$ pharo
# works like a charm
