WorldState MinCycleLapse: 16.

So that we get a real 60FPS when moving windows around instead of the default 20 which is 50FPS, and not as smooth.

Set it at 10 and it is too much, but hey, we have a lot of power these days.

Try to set it to 200 and suffer :-p
