Mainly this means moving soundsEnabled and useThemeSounds from a separate class into other, appropriate classes.

Today I did the same but for the PharoSound external package for PharoDev. You can take a look and fix it if necessary. In that case, please be sure of using the latest version of the packages in PharoNonCorePackages since I commit them today and not sure the hudson build a new dev with them

I suggest deleting the one in Non..., and update Configurations to use PharoSound directly.
