[Pharo-project] Setup Locale decimalPoint for Italy

      Hi,

	i work with Pharo Pharo1.4	Latest update: #14445.

	i need to setup some based data:

		Locale	decimalPoint
				primDigitGrouping
				currencySymbol

		DateAndTime localTimeZone


	for work with relative Italy 	data.


	In detail:

		Locale	decimalPoint			-> $,
				primDigitGrouping	-> $.
				currencySymbol		->$â¬


	The DateAndTime localTimeZone  is setup to 	 Local Time  	with offset of 		0:01:00:00

	( i think is right  relative to Rome ).
