The idea is that for non-fixed issues, we keep only real ���without that fixed, we can not released���
issues open.
For issues with fixes, we are (still) a bit more relaxed: if it fixes a bug and is deemed to not have
too much impact, it is fine.

The closer the release comes, the harder we need to apply the ���show stopper only��� rule.
