I don't know if it's worth duplicating many bug tracker features.
To me, it does not sound a right thing to do, unless one eventually
want to replace the bug tracker.
If public access is a requirement, then fogbugz must have many other
advantages to be the final choice...
I'd say first concentrate on providing a working registering page and
I'll be happy :)
