What I did is yank that sort of behavior into independent commands that are keymap-bound to an editor. A lot easier to customize " independently of ', (, [.
Syntax wise, one could consider "" to be inside a
comment (i.e. do not split into two comments if
encountered inside a comment, as it is done now).
This one could be nice too :)
And simple: probably just a line or two inside RBScanner.
