All this already works (although maybe not perfectly in edge cases). Consider:
�� 'file:///C:/Users/tempfile.txt' asUrl.
�� 'file:///C:/Users/tempfile.txt' asUrl asFileReference.
�� FileLocator C / 'Users' / 'tmpfile.txt'.
Where the last two are identical.
Note that relative file URLs do not exist.
