Could be. The advantage is developers know it is here. Disadvantage it occupy space which may most of the time is not used.

It wouldn't occupy space if it was part of the background, or always put itself to the back when finished.  Other windows would just cover it.  A tooltip on it could advise the shortcut for bringing it to the front.
